Do you use landscape fabric?

Rarely. Under bark mulch it breaks down and traps weeds on top of it within a couple of years. Under rock it makes sense, and we install it then.

Can you replace overgrown shrubs?

Yes — we remove tired plantings and replace them with hardy zone 3 selections that will not outgrow the space in three years.
